We were awarded a contract by NYCC as part of their framework to complete roundabout realignment in Stepney Road, Scarborough. The roundabout formed the junction between the A170, the strategic route into Scarborough from the West, and Stepney Drive which is a busy link road for hospital access. The works required widening of three of the roads to add a left turn lane, replacement and upgrading of traffic islands and construction of a new puffin crossing.
On award, we agreed a detailed traffic management phasing with NYCC, taking into account safe working areas and traffic flow.
At tender stage it had been envisaged that works would be done under 4 way lights, with final night time closures for the resurfacing. During the tender period, STATS diversions were undertaken, and we have seen severe impact on traffic on the strategic A170 with long delays due to the 4 way lights. We proposed an alternative which was to close one of the minor roads for two weeks. This required a short diversion and it allowed a large proportion of the works to be completed without any traffic lights at all on the strategic A170. When lights were required, they would be 3 way, manned and only off peak. NYCC agreed to trial this a monitor traffic impact. This allowed the main traffic movement to continue unhindered, and actually improved traffic flows on the peak time runs on the A170 in and out of Scarborough.
To mitigate impact on the road network, and enhance workforce safety, we built the main kerblines, drainage etc for the widening offline, leaving the existing kerbline active. These were removed only when we were ready for surfacing of the widening. This drastically reduced periods of traffic management/signal control.
The widening of the western, northern and eastern approaches to the roundabout included new kerbs and drainage followed by subbase ready for surfacing. The drainage included an attenuation tank to pick up the new gulley connections. This was built in the verge and connected back into an existing manhole. Following this the footways were constructed including new tactile crossings and corduroy paving.
We also completed demolition and re-construction of two traffic islands, and installation of a new puffin crossing. On completion of these works, the entire area was planed to over 200mm depth and the surfacing reconstructed and white lined under a series of full night closures to reduce the number of joints in the surface course and enhance safety. Each night closure was planned carefully such that the area planed could be reinstated to binder in the same night shift ready for reopening the next day.
During construction, there were many issues with Statutory Undertakers apparatus. These included diversions which had only been partially completed, assets that were shallower than expected, and a requirement for a new asset to be installed through the works. We worked closely with NYCC to mitigate the impact of this through creative solutions to possible delays, and the works were still able to be delivered on programme.
